A joint venture between Royal Caribbean Group and MSC Cruises broke ground this week on a dedicated cruise terminal at Naha Port in Okinawa, with the facility targeted for completion and operations in March 2028 under an August 2026 agreement with the Naha Port Authority.
The project advances both lines' stated objective of converting Japan and East Asia into a year-round cruise market — a structural question that has shaped itinerary planning and cabin-night distribution across the region.
What the joint venture controls
Cruise Port Naha G.K., the entity developing and operating the terminal, is a partnership between CTL Maritime and RCL Cruises Ltd. The venture represents the commercial interests of MSC Cruises and Royal Caribbean Group in the port.
The structure concentrates two of the three largest global cruise brands behind a single Okinawa berth, formalizing berth access and passenger throughput that the lines would otherwise negotiate berth-by-berth or voyage-by-voyage.
"For Royal Caribbean Group, Japan is one of the most important cruise markets in Asia, not only as a destination but as a long-term partner in our global business," Jason Liberty, chairman and CEO of Royal Caribbean Group, said at the groundbreaking.
Liberty added: "With Naha Okinawa, we are investing in infrastructure that will benefit the local community for years to come."
Why Naha, why now
Naha offers year-round accessibility and serves as a routing point for itineraries spanning Japan, Taiwan and Southeast Asia, according to the companies. The operators framed the location as a hub rather than a single-destination call.
"Okinawa is uniquely positioned at the crossroads of some of Asia's most exciting cruise destinations, and we see real potential for its future," said Pierfrancesco Vago, executive chairman of MSC Group's Cruises Division.
Vago added that the terminal "forms part of our long-term vision to expand our presence in the region and create new opportunities for guests of MSC Cruises and Explora Journeys to enjoy Asia year-round."
The reference to Explora Journeys — MSC's luxury brand — points to multi-tier product use of the terminal, not only contemporary-class ships.
Capacity and revenue implications
The announcement does not state berth capacity, terminal footprint or capital commitment. The press release describes a facility designed to handle "advanced cruise ships" and "support increased passenger capacity" — language that signals intent but remains a projection until measured against actual vessel deployments after 2028.
For travel sellers, the terminal raises three operational questions:
