Dutch interior specialist Willemsen Interieurbouw will fit out nine river cruise ships per year in 2026 and 2027, rising to 10 per year from 2028, as the European river newbuild boom forces suppliers to industrialize capacity.

The family-owned company, founded in 1938, currently holds around 35 newbuild river ships on its books, CEO and owner Toine Willemsen told Cruise Industry News ahead of the 2027 European River Market Report. Ten of those ships are for Celebrity River Cruises, with another 10 Celebrity vessels booked at TeamCo Shipyard expected to be added later.

The orderbook signals sustained fleet growth for river operators at a time when premium brands are pushing design standards traditionally reserved for ocean ships into shallow-draft vessels. Willemsen has completed interiors on 125 new river ships in its history.

What is driving the capacity ramp?

At its facility in Huissen, Willemsen is now building the interiors of the Celebrity Compass and the Celebrity Seeker. Willemsen said the Celebrity program has pushed the company into new technical territory, with weight the central engineering problem.

"You need to try and actually build 'light,'" he said. "And that is something that is new. It is not something that we have talked about much with many other clients in the past."

Because river vessels are highly sensitive to draft (the depth of water a ship needs to float), every kilogram of interior weight matters for operability. Working with Celebrity's design team for more than a year, Willemsen has switched to new materials to cut mass.

"We use lightweight materials such as Metawell aluminum sandwich panels, lightweight sheet material for furniture and smart lightweight constructions," Willemsen said.

How has the company restructured for scale?

To meet demand, the Huissen production facility expanded to 25,000 square meters last year. The company has also concentrated its entire capacity on river ship interiors, routing other commercial work such as offices and hotels to partner companies.

Prefabricated bathrooms are being built under Willemsen's supervision at Portisa in the Netherlands, while another partner produces furniture for public areas. The networked model effectively creates a dedicated river-cruise interior supply chain in the Dutch river-building cluster.

Fitting HVAC, electrical and other technical systems within the tight tolerances of a river cruise hull, while preserving maximum guest space, requires millimeter-level planning, Willemsen explained.

"In terms of space in the interiors, we are very critical to make them as large as possible," he said. "For the installations in the walls and especially above the ceilings, there is very little installation space."

What is Willemsen's role in the value chain?

Willemsen described the company as purely a production business, converting designs from clients such as Celebrity into interiors that can actually be built and certified.

"They can expect us to make what is designed by third parties constructive and of good quality," he said. "So for instance, for Celebrity, they have a huge design team that is working on the designs for these interiors."

With Celebrity's second batch of 10 TeamCo-built ships likely to land on Willemsen's books, the company's Huissen plant and its partner network are positioned to remain a bottleneck-keeper — and a capacity gate — for European river fleet growth through the end of the decade.
