Backroads becomes USTOA's 53rd active member
Backroads has joined the United States Tour Operators Association as an active member, bringing USTOA's active roster to 53, the association confirmed April 13. The Berkeley, California-based adventure operator, best known for guided biking, hiking and walking trips across more than 60 countries, becomes one of the largest active-travel names on a roster more typically associated with escorted motor-coach and culturally led tours.
For travel advisors, the move widens the addressable shelf of USTOA-vetted product in the adventure category, a slice of the tour market that has outpaced mainstream escorted growth since 2020. Active and adventure travel posted the strongest gains among specialty segments in the latest U.S. Tour Operators Association and Phocuswright tracking, a tailwind that makes Backroads' distribution upside meaningful for sellers looking to capture higher-margin, pre-packaged FIT business.
What does membership change for sellers?
USTOA active membership is the trade association's highest tier and signals a baseline of financial accountability and operational vetting that U.S. retail advisors and consortia weigh when selecting preferred partners. By joining, Backroads gains exposure to the association's advisor-facing marketing, fam programming and conference circuits, including the annual conference held each December.
For Backroads, the affiliation formalizes a channel the operator has historically underweighted relative to direct-to-consumer. Tom Hale, Backroads' CEO, framed the decision in terms of pandemic-era collaboration. He said he was impressed by the way USTOA members came together during the pandemic to share ideas and develop safety protocols for travelers.
How the two CEOs framed the deal
USTOA President and CEO Terry Dale pitched the move as a category endorsement. "Backroads has helped define the active travel category, setting a high standard for immersive biking, hiking, walking and multi-adventure tours around the world," Dale said. "Their commitment to delivering high-quality experiences and advancing responsible travel makes them a welcome addition to USTOA."
Backroads has built its brand on small-group guided trips averaging about 14 guests, with a product mix that spans private trips, women-only journeys, family vacations and curated itineraries. The operator runs departures in Europe, the Americas, Africa and Asia/Pacific, a footprint that overlaps heavily with the booking patterns of U.S. luxury and premium advisors.
Where this fits in USTOA's strategy
The addition of Backroads continues a quiet broadening of the USTOA active roster beyond traditional escorted touring. Recent additions have skewed toward small-group and experiential operators as the association repositions around higher-yield, advisor-distributed product. With 53 active members, USTOA is no longer dominated by the heritage escorted brands that defined its first decades.
For advisors, the practical effect is a denser catalog of vetted active and experiential product bookable under standard USTOA consumer protections, an increasingly relevant consideration as bookings for high-impact, year-round travel continue to climb.
Hale's reference to pandemic safety protocols underscores a second motive. Operators that distributed heavily through direct channels during 2020-2022 lost touch with advisor relationships, and trade association membership offers a low-cost path back into agency training pipelines, fam trip slots and marketing co-op programs.
What to watch next
Whether Backrooms, sorry — note: the real question is whether Backroads now opens dedicated advisor commission tiers, expands its agency-only departures, orleans on its USTOA status to recruit new consortia partnerships. None of those moves have been announced. The April 13 announcement leaves the door wide open for Backroads to use its new USTOA standing to renegotiate its distribution mix in time for the 2027 booking cycle.
